Technical summary

The upper turbine seal is typically the seal that can be monitored. Lower seal leakage flows tend to exit directly to the draft tube cone making it infeasible to measure this flow.  

Anomalies in water flow and / or temperatures can indicate damaged seals where rotating and stationary components of the seal have come into contact.  

It is not uncommon that upper seal leakage flow is reused for unit cooling. Monitoring of the turbine seal also provides insights into such units’ supply of cooling water.
